Heavy Storm (Should be ban or not?)

Well theres a lot of changes happened in this past few weeks regarding on the new Yugioh Banlist.Some of the duelists are complaining about the comeback of the spell heavystorm which has the power to destroy all spells/traps in the field.So what do you guys think about this card?should it be ban again or not?

i think should not be banned again cause heavy is like a dark hole but not for monsters for spells and traps

The combination of Heavy Storm and Dark Hole is kind of troublesome. At least that was in the past when cards like Gorz or other monsters couldn't be summoned from the hand during the opponents turn. Also cards can still be chained to the activation. Heavy Storm might seem like an easy to use card but is also a skill card. Especially because it also destroys your own s/t.
I would say that putting Mystical Space Typhoon on 3 is more annoying then making Heavy Storm playable again.

Its evil and should be banned

at some points it feels like it should be banned again but most people run Starlight Road, Dark Bribe and other cards that negates its activation in their decks so sometimes heavy doesnt do any damage.
