NEGATING ACTIVATION

-Solemn Judgment must be activated right after the activation of a spell or trap to negate its effect.

NEGATING SUMMONING

-A monster that negated the summoning by Solemn Judgment isnt consider to be successfully summon for example monsters like Odin,Thor and Loki eff cant be use to revive themselves during the end phase and you cant revive it by Monster Reborn,Call of the Haunted and by the effect of the other monsters.When a Reborn Tengu summoning is negated its effect is also negated.

Is that a new ruling?

only monsters from extra deck and monsters that have effect "remove 2 cards to special" or this card cannot be special summoned exept..

also,you can remove it for effect of black luster and chaos sorcerer..

and any there shouldnt be any new rules for it

That's not what it says in the begin post. So is there a change or not?

and monsters own effects that activate in the grave such as Necro Gardna, Quillbolt or Drak Simorgh can still activate even when SJ'd or Swarned

When Odin,Thor and Loki summoning is negated their eff cant be use in the grave because they haven't been successfully summon.
