Mixed rules duel

These is a kind of duel i thought of reading about something called the Pegasus tournament in wich the let the voice actor of Pegasus J Crawford shout out rulings during the duels like: shuffle your hands into your decks and draw the same amount of cards or all Lv 4 and lower/higher are destroyed. so i thought to have duel with a rule decided before the duel like: All lv 3 and lower can be special summoned from hand by paying it's level x 500 in life points and you pay any number of life points to add any number of monsters to your hand as long as their levels x 100 doesnt exceed the number of life points payed ex (-2500 lp can add monsters with a total lv of 25) these cant be summoned by any means during this turn.
